A Shadowhydra is someone with access to a private topic with someone outside of the game (i.e. not a player in the player list). This is either a mechanic that can be applied to the entire game (in which case you should maintain a separate sign-up queue for those who want to be in the shadowhydras while not playing) or a role (in which case it usually is chosen by the moderator).
Shadowhydra allows players to discuss the game with non-players, and thus requires declaring a game procedurally bastard and requesting an exception to the ongoing games rule.
Standard version
A Shadowhydra has access to a Private Topic with someone outside of the game. Both the Shadowhydra and outside person may communicate in the PT, though the Shadowhydra will usually be unable to talk in said PT while dead.
Variations
You could have a role that is a fusion of Shadowhydra and Neighborizer, having access to a neighborhood with an outside person and being able to add players to it.
The Shadowhydra might be able to talk in their PT even while dead.
Use & Balance
An outside person in a Shadowhydra PT should not be allowed to join the game or gain access to the Dead PT.
