The {{VowelStartingFragment}} template takes one argument, a role fragment that can appear at the start of a role name. (This means that it must either be a fragment that refers to a faction/win condition, or else a role or modifier that would normally appear at the start of a role name, e.g. Ascetic or Bulletproof; see {{PrefixRole}} for more details on this. Note that all schedule modifiers, such as Even Night, can appear at the start of a role name as they could be used to modify Ascetic.) This template does not have defined behaviour if given a role fragment that cannot appear in this position.
The return value is n if the fragment in question starts with a vowel, or an empty string otherwise.
