Novice is a role modifier that doesn't allow power roles to use their ability Night 1/Day 1.
For example, a Novice Cop would not be able to investigate during Night 1. Similarly, a Novice Doublevoter cannot doublevote during day 1.
This is a special case of Night Specific, and as such is allowed in a Normal game when used to modify an active ability.
