Locked is a modular modifier. Locked needs to be linked to a specific role or modifier to be usable. For example, Doctor-Locked is a valid version of the Locked modifier, which would make the modified role unusable until a Doctor dies. A [role]-Locked player is not considered to have [role] as their base role.
A Locked role is unusable and does nothing until someone with the role or modifier locking that role dies.
It is possible for a Locked role to exist without the corresponding role existing, in which case the Locked role will never become usable.

Welcome, [Player]! You are a Town Roleblocker-Locked Jailkeeper.
- Roleblocker-Locked Jailkeeper: Each Night, but only once a Roleblocker has died, you may target a player. Assuming no interference with your action, that player will be protected from kills that night, but all their actions will be blocked that night.
- You win if all threats to the town are eliminated and at least one town-aligned player is alive.
