Signup threads are where Game Moderators collect the players for their game. Each of the Forums handles this differently: Mini Games have a single thread for Mini Normal games and another for Mini Theme games, whereas Normal Games and Theme Games generally prefer to start a new thread, since they will often span more than a single page for a 20+ player game, burying old signups. Newbie Games function similarly to the Mini Games, but require a certain ratio of inexperienced and experienced players in each game. Invitationals and Mish Mash games are generally given their own signup threads as well.
