Quack Doctor

A Quack is an ineffective Doctor role; it generally has no actual protective effect on the player chosen, although sometimes the target will die from "malpractice" if no one targets them for killing.
The former variant is analogous to a Naive Doctor, the latter more like an Insane Doctor.
