A moderator account is an account started for the purpose of moderating a game or games. Some moderators will use mod accounts to prevent their main account's PM inbox from filling, or to have an account that unambiguously represents a moderator. Others use the mod account as a hydra that their co-mod or backup mod also has easy access to. Mod accounts may also be created for the purpose of adding flavor to the theme of the game it is modding.
