Usually, every player has the ability to cast one vote for another player, but the Game Moderator can remove the ability to vote from a specific player. This player is called voteless.
This is usually ancillary to the primary Role for that player; for example, if the Moderator decides the Cop will not be able to vote, he is called a voteless cop.
